Despite the intensification of the meetings of the Foreign Ministers and the leaders of Azerbaijan and Armenia over the past year and a half, in general, the parties continue to imitate the negotiation process on Karabakh today. A similar opinion was expressed by ArmInfo, the famous Azerbaijani analyst Rauf Mirkadyrov.
"For Baku and Yerevan, the main thing for today is at least constant contact, a dialogue with the aim of preventing another aggravation of the situation on the contact line. The main thing, for both sides of the conflict, - Prevent at this stage of its transition to the hot phase. The fact is that at this stage, such a prospect does not suit either Azerbaijan or Armenia. And in this light, it is absolutely unimportant whether this is done through the Madrid, Kazan principles or through the "Lavrov's plan," he stressed.
In this light, the analyst is not inclined to a serious perception of statements about allegedly ongoing substantive negotiations, as a result of which the contours of a future agreement are already being determined. Mirkadyrov also does not consider the recent statement by Russian Foreign Minister Sergei Lavrov about the availability of opportunities for compromise to be serious. According to him, there were many such plans and opportunities throughout the negotiation process on Karabakh, but they all ended in nothing.
"What is the difference between the Lavrov's plan and other similar plans, we, unfortunately, do not know. First of all, the details, the red lines that rest on the issue of determining the status of Nagorno-Karabakh are unknown. Issues of the return of the Kelbajar and Lachin regions to Azerbaijan are also important. Thus, for Azerbaijan "Territorial integrity, and for Armenia - the" Miazum "or the independence of Karabakh, continue to be a barrier to compromise," he emphasized.
Last week, Azerbaijani Foreign Minister Elmar Mammadyarov said that negotiations with the Armenian Foreign Minister Zohrab Mnatsakanyan "discuss specific and real issues," in particular various documents, the last of which, allegedly on the initiative of Yerevan, is the "Lavrov's plan". Mamedyarov praised the "Lavrov's plan" as based on the Madrid principles, "the result of intense discussions held two years ago in Moscow."
Commenting on Mamedyarov's statement, Armenian Foreign Ministry spokeswoman Anna Naghdalyan stated that at this stage there was no discussion about any document. According to Naghdalyan, Yerevan is in the negotiations for the realization of the right of the people of Artsakh to self-determination. "Thus, all those proposals that do not imply self-determination of the Artsakh people are unacceptable for Armenia," Naghdalyan said.
