The population of Nagorno-Karabakh has never consisted of "two communities", the Armenians in Nagorno-Karabakh have always been an absolute majority. On December 13 during a briefing in Yerevan, official representative  of the Ministry of Foreign Affairs of Armenia Anna Naghdalyan  announced, answering the question about the recent increase in  various statements about the participation of the so-called  Azerbaijani community of Karabakh in the negotiations.

The spokeswoman for the Armenian Foreign Ministry recalled that both  the final part of the Budapest Summit document and the ceasefire  agreement referred to three parties. At the same time, she stated  that the composition of the delegations was already decided by the  parties themselves. "Nagorno-Karabakh never consisted of two  communities. Even in Soviet times it was Armenian autonomy, despite  the attempts of the Azerbaijani authorities to change the demographic  picture in favor of Azerbaijan, the Armenians in Nagorno-Karabakh  have always been an absolute majority. Therefore, talking about  communities is artificial. The goal is to try to influence on the  participation of Nagorno-Karabakh in the negotiations, "said Anna  Naghdalyan.

Commenting on the accusations from Baku of the inconsistency of the  position, the spokeswoman for the Foreign Ministry noted that such  accusations were dictated by an attempt to shift the focus and the  influence of internal processes in Azerbaijan on the position of the  authorities of this country
