"Both Robert Kocharian and Serzh Sargsyan were governed by an external usurious system from the very first day they assumed the post of head of state. According to the analyst, almost all people grouping around Kocharian today are related to one degree or another to political killings and other crimes that took place during his term in power. In this light, Manucharyan advised all those who continue to persistently insist that Kocharyan is a politician to think carefully about these killings, the killing of 10 people on March 1, 2008, all the people who ended up behind bars on his whim, and people who were subjected to violence. "Let them think carefully and look into the eyes of all these people, more precisely the victims of Kocharian who are still alive. With one statement that Kocharyan is a politician, you become accomplices of all these crimes. Become an accomplice in another attempt to undermine Armenia, even if you are against Kocharyan as a politician. And you will be responsible for this complicity in court. On September 4, the Constitutional Court of Armenia partially satisfied the claim of the defense, who was arrested on charges of overthrowing the constitutional order, Robert Kocharian - Article 35 of the RA Criminal Code was declared unconstitutional and unlawful, since it does not provide for the functional inviolability of officials vested with special protection by the Constitution, including circumstances excluding the proceedings in a criminal case or criminal prosecution.
On the second appeal of Kocharyan's defense on the review of compliance with the Constitution of Part 2 of Article 135 of the Criminal Procedure Code of the Republic of Armenia, the Constitutional Court recognized it as complying with the main law of the country. This article challenged the constitutionality of the institution of proceedings against him.
