According to the National Security Service of Armenia, received by ArmInfo, as a result of operational and reconnaissance activities carried out by the National Security Service of the Republic of Armenia, the governor of the Syunik region of Armenia in 2016, being informed that people with whom he had tense relations, acquired a land plot for the construction of a hotel complex, in order to create artificial hindrances and hinder the implementation of the project, gave instructions to local government officials to sell to the person indicated by him the land plot adjacent to the construction site, which provides access to this territory.. "The authorities authorized false documents on a tender for the alienation of the land plot, as a result of which the owner of the land plot where construction work was to be carried out was deprived of the opportunity to use it. In fact, a criminal case was initiated in the investigation department of the National Security Service of Armenia." the message of NSS of Armenia reads. It should be noted that the governor of the Syunik region of Armenia at that time was Surik Khachatryan ("Liska"). He served as governor of Syunik from March 2004 to 2013, then was dismissed due to a criminal case initiated against his son, and on September 25, 2014 he was reappointed as a marzpet of Syunik Region (until October 2016).
