ArmInfo.In Baku there is a political decision to resolve the issue of Artsakh by military means. Executive Director of International Center for Human Development (ICHD) Tevan Poghosyan expressed a similar opinion to ArmInfo.
"Accordingly, at the earliest opportunity, at the first convenient opportunity for itself, Azerbaijan will try to resolve the issue in a similar way. Thus, the Armenian parties to the conflict should use relative calm at the border to prepare properly to dispel all revanchist demands of Baku; continue to negotiate , of course, necessary in any case. It is in our interests, " he stressed.
However, tensions on the Line of Contact, according to Poghosyan's estimates, are already growing. And Prime Minister of Armenia Nikol Pashinyan sees this perfectly well, as evidenced by his attempts to solve the problem through operational channels with Azerbaijan. In this light, the analyst does not consider it possible to expect from the outcome of the Brussels meeting of the Armenian Prime Minister with Ilham Aliyev something more than what was announced, in principle.
Following a brief meeting on Monday in Brussels with Azerbaijani President Ilham Aliyev, Armenian Prime Minister Nikol Pashinyan once again expressed his conviction to journalists that Artsakh should be returned to the negotiating table. He also stressed the impossibility of resolving any conflict in conditions of concentrating on the interests of only one of its parties. In this light, Pashinyan described the refusal of Azerbaijan to negotiate with Artsakh as the most important obstacle to the settlement of the Nagorno- Karabakh conflict. Later, Prime Minister Spokesman Vladimir Karapetyan told reporters that, among other things, Pashinyan and Aliyev also expressed concern about the increase in tension on the Line of Contact.
Poghosyan causes an increase in cases of violation of the ceasefire regime, which have become traditional initiatives of Baku, usually arranging provocations on the eve of meetings between the leaders of Armenia and Azerbaijan. At the same time, he expressed conviction that in Baku they would try to shift the responsibility for provocations at the border to Yerevan. Based on the Brussels interview of Azerbaijani Foreign Minister Elmar Mammadyarov to Armenian journalists, the behavior of the Azerbaijani delegation at the Eastern Partnership Summit, analyst believes that Baku's behavioral line has not undergone any significant changes.
