ArmInfo. As you know, in my annual report all issues related to the conditions of the second president of Armenia Robert Kocharyan are noted. Armenian Ombudsman Arman Tatoyan stated this on April 29 in an interview with journalists.
He noted that the report also included issues related to the arrest of Kocharyan's property and pension, as well as issues related to family visits to the latter. Tatoyan noted that the case was sent to the court, and at this stage the jurisdiction of the human rights defender was reduced. At the same time, Tatoyan said that the report repeatedly stated that one should refrain from commenting on the case. "In these cases, public trust is necessary, because in these cases the state takes on an enormous burden while implementing the rule of law. I also stressed the importance of a high level of public responsibility in implementing the trust component," the ombudsman stressed, stressing that human rights, Kocharyan's retirement arrest was lifted.
Regarding the conditions of detention of the second president of Armenia, Tatoyan said that Kocharyan never complained both of the conditions of detention and the attitude of the staff of the penitentiary unit to him. "The second president is being held in a regular cell, in which there are no special conditions," the ombudsman stressed.
The Human Rights Defender of Armenia called on the relevant authorities that are conducting the case, or are involved in it, to take into account the presumption of innocence, since this is important from the point of view of solving the problems that the state has set itself. Tatoyan noted that problems associated with the presumption of innocence are fixed. "I noted that officials, especially responsible officials in the fight against crime, should be careful in their statements because it can also hurt the work being done," - he stressed, adding that, for example, in the case of the ex-MP, General Manvel Grigoryan, there was a clear violation of the presumption of innocence.
Referring to the March 1 case, he noted that, like his predecessors, he criticized the investigating authorities for failing to provide sufficient information on the case. In addition, according to the human rights defender, law enforcement agencies did not make efforts to fully disclose the case. To note, second President of Armenia, Robert Kocharyan, is accused of overthrowing the Constitutional system, in the framework of the events of March 1, 2008. Lawyers for the second president of Armenia have repeatedly stated that Robert Kocharyan is a political prisoner and is being persecuted by the new authorities. Lawyer Hayk Alumyan claimed a violation of the order and standards of legal proceedings, moreover, according to the lawyer, pressure is put on the court.
