ArmInfo.Moscow meeting of foreign ministers of Russia, Armenia and Azerbaijan: Sergey Lavrov, Zohrab Mnatsakanyan and Elmar Mammadyarov will not lead to shifts in the Karabakh settlement process. This opinion was expressed to the ArmInfo by Research Director of the Valdai Discussion Club Fyodor Lukyanov.
"A change in the positions of the parties to the conflict is still extremely unlikely, if not impossible. Accordingly, one should not expect any shifts around the settlement. fragile, but still peace in the region, "- said the analyst. In this light, the main task of the meetings of the heads of state and foreign ministers still seems to be the preservation of the military and political balance, on which the fragile but still peace in the region rests, "the analyst emphasized.
According to his estimates, the participation of Sergey Lavrov in the Moscow meeting of foreign ministers looks quite natural. Especially, considering, in general, the traditionally stable and balanced position of Moscow, aimed at preserving peace in the South Caucasus. Against the background of this interest, Russia, according to Lukyanov, has always made efforts to bring the conflicting parties to a dialogue towards peace.
Since 1992, the OSCE Minsk Group has been involved in resolving the Karabakh conflict, represented by the co-chairs from Russia, the United States and France. At present, the settlement process is proceeding on the basis of the Madrid Principles put forward by the OSCE Minsk Group in 2007 and the Madrid Principles updated in 2009, which, among other things, provide for the deployment of a peacekeeping force in the conflict zone.
