ArmInfo. Self-consistent, independent Nagorno-Karabakh exists de facto. And, in this light, attempts to prevent its representatives from participating in these or other structures and negotiations do not lead to anything good. First Deputy Chairman of the State Duma Committee on CIS Affairs, Eurasian Integration and Relations with Compatriots Konstantin Zatulin expressed such opinion to ArmInfo.
"Some in Baku periodically assert that it is necessary to capture not only Karabakh, but also Yerevan and other territories of Armenia. Obviously, for this, you need to destroy the Armenian population, which no one will ever allow. No one will allow massacres on ethnic grounds. In turn, in Armenia there are enough people who express themselves in the spirit of "not an inch of land to the enemy." It seems to me that projecting such a position on a national scale will lead to the fact that the conflict will never be settled, "he noted.
Commenting on the settlement proposals on the negotiating table, the parliamentarian noted that, given the lack of confidence necessary for a phased resolution of the conflict, the settlement is possible only in the package version. At the same time, he did not rule out the appearance of peacekeeping units in Karabakh as a result of a similar agreement for the separation of the parties, monitoring the situation, demilitarization of the adjacent areas, etc. According to Zatulin, for compliance with the agreements reached should bear their share of the responsibility of the OSCE Minsk Group co-chair countries: Russia, France and the United States. Since 1992, the OSCE Minsk Group has been involved in resolving the Karabakh conflict, represented by the co-chairs from Russia, the United States and France. At present, the settlement process is proceeding on the basis of the Madrid Principles put forward by the OSCE Minsk Group in 2007 and the Madrid Principles updated in 2009, which, among other things, provide for the deployment of a peacekeeping force in the conflict zone.
