
ArmInfo.The reminder in the last statement of the Minsk mediators about the elements for resolving the Karabakh problem, which are on the negotiating table in 2009-2012, is most likely due to the fact that there are no new elements or documents on the negotiating table. In an interview with ArmInfo correspondent Advisor to the President of Artsakh Tigran Abrahamyan expressed this opinion.
Abrahamyan recalled that the elements, which are indicated in the OSCE MG statement, were developed from 2009-2012, that is, the period from the beginning of the Madrid process to the failure in Kazan. At the same time, he considered it inadmissible that the statement of the mediators points to the Madrid elements and says nothing about the Vienna and St. Petersburg agreements aimed at creating an environment of trust and minimizing incidents on the Line of Contact of the Karabakh-Azerbaijani troops.
However, as the Advisor to the President of Artsakh noted, for Stepanakert the documents, principles or elements that were discussed or developed without his participation cannot be acceptable. With this in mind, Abrahamyan stressed, Stepanakert insists on including in the negotiation process at the current stage, despite the fact that from the statement of the Minsk mediators it becomes obvious that the co-chairs consider this development of the situation to be inexpedient. "Nevertheless, it is obvious and unambiguous that without the participation of Stepanakert in the negotiations, they cannot be efficient. That is why Artsakh should sit at the negotiating table a day earlier," Abrahamyan said.
To note, in the last statement of the Minsk mediators it was said that it is not appropriate to change the current format of the talks, reference was made to the elements on the table in 2009-2012, which would transfer the territories controlled by the Armenian side to Azerbaijan, return to these areas of refugees, as well as a delayed referendum on status Nagorno-Karabakh.
