"On the eve of the signing of the Agreement on the Comprehensive Partnership of Azerbaijan with the European Union, Baku and Brussels are faced with the task of intensifying the dialogue in all directions. And the Karabakh conflict is no exception. Especially considering its importance and importance for Azerbaijan," the political scientist said
Azerbaijan is preparing to sign the Comprehensive Partnership Agreement with the European Union in 2019. Negotiations started in February 2017. On July 11, 2018, the initialing of a document on the priorities of the partnership between Azerbaijan and the EU took place in Brussels. The final document was issued on October 15 in Luxembourg. However, if the negotiations are not completed by May 2019, the agreement will not be signed this year, since the elections to the European Parliament will take place in 2020 after which the process of forming the new European Commission will begin.
According to Velizade, the EU today is one of the main economic and political partners of Baku, which in turn is the most important partner of Brussels in the Caspian and Caucasus regions. Especially considering that Azerbaijan already has an agreement on strategic partnership with a third EU country. In this light, he said, Baku hopes that the development of a dialogue in the economic sphere will give momentum and political cooperation with the European Union.
At the same time, the Azerbaijani political analyst believes that the EU continues to try to impose its own opinion on Azerbaijan, even by offering an equal dialogue. At the same time, according to his estimates, Brussels demonstrates a completely different, privileged approach towards Armenia. According to Velizade, the change of power in Armenia does not give Yerevan a political indulgence
"In my opinion, such a selective attitude strikes at the prestige of Brussels itself. And while the European Union still has significant authority, Brussels should think about the causes and consequences of such differences in relations with partner countries," the Azerbaijani political scientist summed up.
In turn, another Azerbaijani expert, head of the "Humanitarian Research Public Association " (Baku), Avaz Hasanov, is convinced that the agreement with the EU will be signed this year. And this is regardless of the position of the EU in the Karabakh conflict or in relation to Armenia. According to Hasanov, an agreement with the EU is necessary for Azerbaijan, first of all, for leveling Russian influence on Baku.
