ArmInfo. Amnesty should not be considered as a way of unloading prisons, it is a much more complicated and important process. The Human Rights Defender of Armenia Arman Tatoyan stated this at a press conference.
He noted that in Armenia there are many problems associated with both the amnesty and the activities of many penitentiaries. "Firstly, with the people in prisons, appropriate psychological work should be carried out, including in order to prepare them for release," said Tatoyan.
Touching upon the problems of the penitentiary facility, he focused on the need for their repair. "In the Nubarashen penal institution, conditions are generally far from any standards. Recently, the staff of the Human Rights Defender's office visited this penitentiary and prepared an extensive report on violations in this prison. Many of them concern the kitchen, corridors, etc.. And this, entire not counting the cells where prisoners are serving their sentences ", the ombudsman noted. The human rights defender also highlighted the shortage of qualified staff of the penitentiary institution, including the medical staff.
