ArmInfo.The Armenian Parliament, at the suggestion of RA President Armen Sarkissian, discusses the candidacy of Vahe Grigoryan as a member of the Constitutional Court instead of Gagik Harutyunyan, who headed the Supreme Judicial Council.
Vahe Grigoryan was born in 1975. He graduated from Yerevan State University, then passed compulsory military service. Upon returning from the army engaged in advocacy. He graduated from the University of Nottingham, profiled in the field of human rights protection.
In his speech, Grigoryan said that his professional skills and qualifications fully comply with the position he claims. "In ths position, the keystone for me will be protection of fundamental human rights - there is no state without a person, there is a person without a state, this is my principle. That is, in those rare cases when the interests of a person and the state will interbreed, I will be guided by this principle in my practice, "Grigoryan said.
As a future member of the Constitutional Court, he expressed his concern about the imperfection of the division of the branches of government, checks and balances between them, as provided for in the current Constitution. "And in the current situation, the Constitutional Court is the only counterweight to the half- hearted legislative and executive authorities," Grigoryan said.
He also explained the reasons that prompted him to submit an application for this position. "This is primarily due to the progress in the affairs that I am now leading. If before there was an atmosphere of fear, now this atmosphere has changed, there is a possibility of objective progress of the processes," Grigoryan said.
He also stressed the need to reform the law on the Constitutional Court. Grigoryan also stressed the need to create a legislative framework for the implementation of transitional justice, which, in his opinion, is already a reality in Armenia. At the same time, Grigoryan stressed that transitional justice should operate exclusively within the framework of the Constitution.
It should be noted that Grigoryan should be elected on the basis of a secret ballot by a majority vote of the MPs.
