This opinion was voiced by  the president of the International Center for the Study of Election  Systems, political analyst Alexander Zinker in an interview with  ArmInfo, answering the question whether one can expect any  breakthrough results from the meeting of the Armenian and Azeri FMs  in New York, given the stricter position of the prime minister  Armenia Nikol Pashinyan on the conflict settlement.

"Well, first of all, there is no negotiation process as such, and  therefore you can say anything, Pashinyan says that Nagorno Karabakh  should participate in the negotiation process, but that's what we  have been saying for a long time - if the object of the talks is  Karabakh, but Pashinyan says that Karabakh is Armenia, which is a  member of the Collective Security Treaty Organization (CSTO), which  is a bit too much for my ears, I understand the CSTO when it says  that it is ready to defend Armenia, but Karabakh It's not Armenia, I  do not think there will be any breakthroughs as before the  breakthrough, the working groups have to work something and propose,  "Zinker said, adding that it is not realistic to achieve this at the  level of the two ministers, if only because each of them does not  even have this right . "If even the heads of the two countries are  offered something to work on, this will be a breakthrough, because  today nothing is done at all," the political scientist said.

Asked whether it is realistic to organize a meeting at the level of  the top leadership of the countries by the end of this year, the  expert noted that the Prime Minister of Armenia Nikol Pashinyan and  the President of Azerbaijan are not prevented from meeting even  today, on the sidelines of the session of the UN General Assembly.  "It's possible, knowing the president of the United States Donald  Trump, who can say, stay until you talk together, I will not let you  go, well, they will talk, and then what?
