ArmInfo. The new government of Armenia presented its program. The document, posted on the government website, contains seven chapters and 29 pages.
The first chapter is devoted to the main vectors of the government's policy, where, in particular, it is said that the key goal of the Armenian government is to consolidate the values of the non-violent, democratic velvet revolution that took place in April-May as a basis for national and public relations, goals of the revolution.
In this context, the key is; - the formation of the government solely through the free will of the people, - national unity and civil solidarity based on the rule of law and equality of all before the law, - ensuring Armenia's internal and external security, increasing the level of security of Armenia and Artsakh, - public denial of corruption and practical division of society, politics and business beyond corruption - creating an environment conducive to the free creativity of man, as well as a dignified and happy life and protection of economic competition, real opportunities for any economic activity, - ensuring inclusive economic growth, creating jobs, overcoming poverty, - gradual increase in the level of public education and social protection, - the formation of a society without violence and the social denial of violence, - the protection of the environment and the wise use of natural resources. The second chapter is fully devoted to preparations for early elections.
It is noted that after the victory of the non-violent, democratic velvet revolution that took place in Armenia in April-May, it became obvious that the National Assembly of the sixth convocation does not reflect the real political moods and preferences of the Armenian people, as well as the real balance of forces. "This reality creates an indisputable necessity for holding early parliamentary elections in the country," the document says. At the same time, it is noted that the managerial and systemic crisis of trust began when a vicious and pernicious practice was imposed to obstruct the free expression of will of voters, to unlawfully influence the will of citizens, as well as to falsify the election results.
In this context, the government attaches importance to holding truly free, fair, transparent, democratic early parliamentary elections, To implement such elections, it is proposed to implement significant reforms of the electoral law.
In particular, to abandon the rating electoral system, to move to a full-scale proportional system, to form new electoral lists reflecting the real situation, which will subsequently be updated automatically, to exclude the possibility of a repeat vote by creating a modern and integrated fingerprint verification system of voters.
In addition, to guarantee the law for participating political forces the provision of air time on paid and free terms during peak hours, to exclude unlawful influence on the will of citizens, pressure and electoral bribes.
It is noted that it is imperative to hold extraordinary parliamentary elections for a maximum of one year.
The third chapter, devoted to ensuring external and internal security, is divided into three sub-items - the Armed Forces, foreign policy, internal security.
In the first paragraph, the need to increase the level of training of the Armed Forces is noted, to ensure the complete depoliticization of the military servicemen. In addition, in the context of the development of the Armed Forces, the need is noted for replenishing the army with necessary, modern equipment and weapons, increasing its fighting efficiency, the level of discipline (including through the educational qualification) and the social security of servicemen, and expanding the scope of international cooperation.
The program of the government records that the main goal of the foreign policy of the Armenian Cabinet of Ministers is to protect its sovereignty, ensure the security of Artsakh, enhance the authority of the Republic of Armenia, establish mutually beneficial cooperation with all states, expand the framework for integration of the Republic, modernize the country's economy and actions aimed at moving Armenia to new markets.
At the same time, it is noted that the government will make efforts for a peaceful settlement of the Karabakh conflict within the framework of the OSCE Minsk Group and on the basis of the fundamental principles of international law, in particular, the right of peoples to self-determination. Artsakh, as a party to the conflict, must have a voice and be involved in the negotiation process.
In the issue of recognition of the Armenian Genocide, the Armenian government is sure that only by recognizing the crime, it is possible to prevent similar actions in the future. Armenia will also strive to improve the efficiency of the country's membership in the EAEU. Armenia considers military cooperation with the Russian Federation as the most important element of ensuring the security of the republic. The government plans to deepen friendly and partnership relations with the United States. The importance of starting a dialogue with the EU around the liberalization of the visa regime is noted.
Cooperation with Iran and Georgia should be arranged in such a way, that if possible, to exclude the influence of geopolitical processes. There is also a need for cooperation with China, India, Japan, Middle East countries, Oceania countries.
To ensure internal security, it is assumed that the people's confidence in law enforcement bodies will increase, as well as the introduction of public control over them.
The fourth chapter is devoted to the fight against corruption and bribery. It is noted that the activities in this direction are among the priorities of the Armenian government and it is not ready for compromises.
The next - fifth chapter "Free, worthy and happy citizen", proclaims the intention of the authorities to do everything possible to ensure that the citizen should be confident that he is a direct participant in public life and has the opportunity to influence these processes. In addition, the government intends to ensure the equality of all before the law, the need to protect human rights. Poverty alleviation and social support is a priority task of the government and for this purpose the government plans to revise pensions. At the same time, steps will be taken to increase the level of medical care in the country, as well as to ensure their accessibility. The government also intends to improve the quality of education and the accessibility of the educational system for all citizens. The gradual increase of the educational qualification is also considered in the context of the proper cultural policy of the country. The government also proclaims policies aimed at proper protection of the environment.
The sixth chapter is devoted to consistent economic development. In this context, it is noted the importance of ensuring economic competition and the fight against monopolies; the fight against the shadow and the increase in state revenues; social effect of economic development, employment growth, poverty reduction. Priorities of economic development are also noted - high technologies, agriculture, tourism.
In the context of development of relations with the Diaspora, the seventh chapter of the program, proclaims the holding of such a policy, which will ensure the involvement of the Diaspora's potential in the sphere of state administration of Armenia, will remove obstacles in this way. The Armenian government also guarantees the right of national minorities to safe and natural development.
It should be noted that the government program will be submitted to the parliament on June 7.
