Shavarsh Kocharyan: Until Baku`s position changes, it is not worth  waiting for progress on the issue of the Karabakh settlement

All the sides on Karabakh conflict settlement perfectly understand that the issue is not that simple, particularly considering the position of Azerbaijan  which practically does not aim at peaceful settlement of the  conflict, Deputy Foreign Minister of Armenia Shavarsh Kocharyan on  November 23 stated after the session of the Government, commenting  the words of Russian Foreign Minister that it is not worth expecting  fast settlement of Nagorno-Karabakh conflict. " Baku tries to keep  status quo in every possible way" Shavarsh Kocharyan stated. 

According to the Deputy Foreign Minister of Armenia, in order to  register the progress in negotiation process, mutual trust should be  developed between the sides, which is still unavailable for today.   "The atmosphere of confidence implies the implementation of those  events, which were announced in Vienna and St. Petersburg," Kocharyan  said, recalling that as early as 1995 Azerbaijan committed to  implement measures to implement investigation mechanisms at the  contact line.

According to the Deputy Minister of Foreign Affairs, if Baku adheres  to the position "either all or nothing," then naturally, the outcome  of the talks will be negligible. "Unless Baku's position changes, it  is not worth waiting for progress in the negotiation process,"  Shavarsh Kocharyan said.
