Nalbandian called not to wait breakthrough in Karabakh settlement

"In this regard,  I would like to recall a few facts: before the meeting in Kazan, the  FMs held 3-4 meetings, the text of the document on the main  principles was agreed, and a text and a cover letter of the Russian  minister were received 10 days before the meeting that no changes  will be made to the text, but the Azerbaijani side came to the  meeting with 10 or even 12 changes, and this is not the first time  .Before Kazan was in Sochi, in Astrakhan, St. Petersburg all meetings  and summits, I remember that at the last meetings in Vienna and St.  Petersburg we agreed on something.Azerbaijan again took a step back  After returning to Azerbaijan after the Vienna meeting they said that  they had not agreed on anything and that the co-chairs - and they  were the ministers foreign affairs - they misunderstood and made a  statement, where it is clearly stated what we have agreed upon,  "Nalbandian said. In this context, he recalled that the Vienna and  St. Petersburg agreements dealt with the establishment of mechanisms  for investigating incidents and increasing the mandate of the office  of the Personal Representative of the OSCE Chairman-in-Office.

The Foreign Minister also stated that many times after that the  country presiding in the OSCE contacted the Azerbaijani side at a  fairly high level, and they confirmed every time that there are no  problems, we agree with financing the expansion of the team Kasprzyk.  "And 4 times Azerbaijan blocked financing to expand the mandate of  Kasprzyk's office, again a step back, and this is not the first  time," he said.  Referring to the three principles of the basis for  the settlement of the Karabakh conflict, the head of the Armenian  Foreign Ministry noted that these are well-known principles, under  which there is, among other things, the signature of Azerbaijan.  "However, now the Azeris refuse with all the truths and crooks, we  agreed on a ceasefire, 3 agreements were signed in 1994 and 1995, and  what? The Azerbaijanis are trying to get away from these agreements  by hook or by crook, that is, not in the first , it is good if the  words corresponded to the cases, especially when we were literally in  Geneva saying that we need to take additional measures to reduce  tension, and this concerns exactly the measures agreed upon in Vienna  and St. Petersburg, and they do not do this , "the minister said.

Nalbandian recalled that Armenia, on the basis of the well-known five  statements of the presidents of the mediator countries, is ready to  continue the negotiations in order to find ways to resolve the  conflict - the Azerbaijanis in general try not to mention these 5  statements by all the truths and crooks. According to him, this is  the real state of affairs in the Karabakh settlement. "Let's hope  that Azerbaijan will change this position, and indeed its desire will  be embodied in the affairs. Armenia has never abandoned the  agreements reached and is determined to continue efforts with the  OSCE Minsk Group co-chairs to exclusively resolve the conflict  peacefully, "Nalbandian said.  Answering a question about a possible  meeting of the Presidents of Armenia and Azerbaijan in December at  the OSCE Ministerial Council, the minister noted that he has no  information on the probability of a meeting of the heads of state in  the near future.  "As for some breakthrough, it's not about the  breakthrough we are talking about. Recently I said that it is  difficult to reinvent the wheel. Basic principles and elements for  settling on the table. There are developments, working documents. We  negotiated for a very long time about the basic principles of the  settlement. Azerbaijan says we do not need negotiations on basic  principles, and you say some kind of breakthrough. That's the  problem. But, despite this, to put it mildly, unconstructive position  of Azerbaijan, it is necessary to continue negotiations, as there is  no alternative to the negotiation process, "Nalbandian said.
