The OSCE Minsk Group has been dealing with the settlement of the Karabakh conflict since 1992, represented by the co-chairs from Russia, the United States and France. Currently, the settlement process is based on the Madrid Principles put forward by the OSCE Minsk Group Co-Chairs in 2007 and updated in 2009, among other things, providing for the deployment of a peacekeeping contingent in the conflict zone.

According to Safaryan, such impudence is largely a consequence of the passivity of the Minsk co-chairs, who do not even try to curb the attempts of Azerbaijani revanchism. Such passivity of the co-chairs, according to his assessments, has a very negative impact on the positions of the Armenian side of the conflict.
The analyst considers it necessary for the Armenian authorities to demonstrate consistency and exactingness in the matter of receiving a response directly from the Minsk Group to this question. Since the unpunished behavior of Baku, particularly the threats of Ilham Aliyev, if necessary, "to punish Armenia by the April war for the second time", with the silence of the co-chairs, leaves Armenia with its proposals for the resumption of negotiations with the aim of preserving peace in the region in loneliness.
