To recall, on April 14, the heads of state of the CSTO countries at a meeting in Bishkek adopted a decision on the appointment of the head of the Security Council of Armenia and former Chief of the General Staff of the Armenian Armed Forces Yuri Khachaturov as Secretary General of the Organization. Earlier, the heads of the member countries of the organization approved the decision to rotate at the level of the Secretary General of the CSTO every three years, taking into account the Russian alphabet. At a meeting of the CSTO Collective Security Council in Yerevan on October 14 in Yerevan, the representative of Armenia was to assume this post. However, as Armenian President Serzh Sargsyan said on October 14, the issue of the CSTO Secretary General was removed from the agenda due to the absence of President Nursultan Nazarbayev at the meeting. At the same time, he said that the heads of the member countries of the organization will return to this issue in December 2016, at a meeting in St. Petersburg. However, the issue was also not resolved in St. Petersburg due to the absence of the President of Belarus, Alexander Lukashenko.
