ArmInfo. It is not the citizens that should be accused in vicious practice of pre-electoral bribery, but the authorities that put their nationals in such beggar conditions. This is stated in the Article of Levon Ter-Petrosyan, entitled as "Dangerous Pre Electoral Flows", published at iLur.am.
He thinks that pre electoral bribes had serious impact on the elections results, because those were of a mass character. Within this, the politician thinks that it is not right to accuse citizens in electoral falsifications. "That is authorities fall," Ter Petrosyan insists.
"In democratic countries the results of elections are preconditioned not by administrative resource, not by rich or poor people, but the middle class. But this middle class is totally destroyed in Armenia. The country is in hands of corrupted officials, monopolist entrepreneurs and law enforcement entities. And the nationals having a daily need for piece of bread and overloaded with loan repayments could not resist the bribe temptation, " the politician mentioned. Ter-Petrosyan expresses his surprise how the nation that could hold a struggle against Soviet despotism, was brought down to knees in 20 years.
To remind, earlier the bloc spread the application, stating that the elections were followed with massive distribution of pre electoral bribes, illegal gathering of passports and national identification cards, inactivity of law- enforcement officials. Besides, as the application's authors think, a terror was observed towards people during the elections, using administrative resource and implementing crime for massive pressure to citizens' will expression. "Artificial gathering of people was observed at the polling stations, which is against the points of the current legislation. Besides, the principle of secret voting was also violated, including open and controlling voting using colored and numbered papers. Repeated voting cases were also observed, violence to journalists, proxies and observers.
To remind, parliamentary elections took place in Armenia on April 2, and this was first elections after the 2015 Constitutional reforms in Armenia, in accordance to which Armenia gets to the Parliamentary model of administration.
