"The April 2nd parliamentary elections in Armenia were held in the atmosphere of transparency", the Head of the CIS Observation Mission, CIS Executive Committee Chairman Segey Lebedev stated on April 3 in Yerevan, calling on colleagues from commonwealth to learn from the Armenian colleagues.
Since March 14, 172 representatives of CIS Mission were observing the preparation to elections. But before that, according to Lebedev, they were following the process through the media publication, as they were understanding that the novelties, which were implemented in the Electoral Code of Armenia, are new for whole CIS as well. "We were interested in following how those novelties will show themselves in real life", admitted the head of the mission. But, due to worldwide support the Armenian authorities had, the observers completed their mission successfully and are satisfied with the process.
And though, according to mission representatives' admittance, technical novelties, in a way, made the process of choosing for the people more complicated, especially for elders, preparation works, however, minimized them. And the registered shortcomings, according to him, did not have significant role. "According to our assets, those technical novelties in electoral code made the process more transparent and maximally hard to falsification. It means the task set by the authorities is achieved the best", he stated. As a result, according to mission, the elections were held calmly and organized. "In a way, the Armenian colleagues even overcame some European states, which are trying to teach us democracy", noted Lebedev, adding that the Armenian experience should be used in CIS states.
The observers do note consider that the RPA abused administrative recourses.
Russian Parliament's representative Igor Chernyshenko, who is not for the first time in Armenia says that the results were predictable. "We saw a clear organization of the process and the little failures did not lead to falsification of real results of voting", stated the representative of Belarus Boleslav Pirshtuk adding that Armenians have prevailed and that they have a lot to learn from Armenians.
The representatives of the mission noted constructive approach of the candidates as well, which were not only avoiding the confrontation but black PR as well.
172 representatives from 8 CIS member states were implementing observation mission, they visited 1215 polling stations and participated in opening of those station.
