ArmInfo. Reforms should be conducted throughout all the social sector of Armenia. Karen Karapetyan, the Prime Minister of the Republic, came out with appropriate instructions at December 29 Government session.
Following Karapetyan's wording quoted by the Government press-office, appropriate systems should be established to rule out corruption risks. In this respect, it is a must to improve the social security and aid being addressed and effective. Of course, the Government will lead a helping hand to those who need support, but without making any preconditions for them to stay tranquilly unemployed. It is important that the help should be addressed and useful to escape any difficult situation. Special state projects should be developed in a manner ruling out the possibility of mistreatment or misappropriations. Hence, there is a need to turn back to 6 programs, being under implementation in social sector.
According to Karapetyan, evolution changes in the sphere of social-medical expertise are far from being perfect yet. And that is why essential reforms needed. The Labor and Social issues Minister is instructed to submit in 10 day term proposals due to all the business procedures and processes of the sphere, taking as a key stone a number of approaches. First of all any contacts between decision makers and nationals submitting applications, should be excluded. In this respect, it is offered to set a centralized decision making body. There is a need also to submit proposals due to the staff of that body, the requirements and payment tools.
Within the purpose of improvement of projects efficiency, first of all the non- welfare condition estimation tools should be developed, revising the methodology and approaches. The Minister of Labor and Social Issues is instructed to submit within 1 month term the appropriate draft resolution.
