ArmInfo.235 sites in Armenia are out of regular passenger transportation, David Lokyan, the Minister of Territorial Development and Administration stated at the resulting press-conference on December 26 in Yerevan. " Those are villages with few residents, with hard-to-travel roads, and the passenger flow there does not exceed 2-3 persons a day," the Minister said.
According to the Minister, bidding procedures are launched currently to implement passenger carriages in these areas, because the profitability of business is almost none, and no private entrepreneur will be interested in that. "Studies show that the intercommunity flows do not exceed 2-3 persons per day, roads are in terrible conditions, which does not allow to implement proper carriages, as well as the taxation and licensing expenses make this aspect uninteresting for the business," Lokyan clarified.
According to the Minister, the Government takes steps to solve this problem. Within the framework of communities enlargement and under the grant funding, the Ministry plans to purchase appropriate equipment to launch the intercommunity and intracommunity transport. It is planned also to change the bidding procedures in respect to passenger carriage. "We should arrange the competition according to a logic assuming that any enterprise, implementing Yerevan-Gyumri carriage, which is a pretty profitable route, would be interested also in Gyumri-Amasia or Gyumri-Berdashen route, where the profitability is at a very low level. We also should find a way to subsidize a number of routes," the Minister accentuated.
