Despite numerous statements on necessity of struggle against illegal enrichment of officials and corruption criminalization, parliamentary factions of Armenia still have no decisions in respect to law maker Nikol Pashinyan regarding establishment of the Temporary Commission on studying the sources of high ranked officials' and affiliated persons' property capsulation.
Referring to that initiative, republican Hovhannes Sahakyan, the State and legal Commission Head, in his conversation with ArmInfo reporter particularly stated: " Taking into consideration the parliamentary elections in April 2017, the populist intentions in parliament started to rise, and the examples of that are Nikol Pashinyan's initiative and "Legasy" faction head Zaruhi Postandjyan's generated draft on Lustration."
According to Sahakyan, if anyone has certain facts on corruption or illegal enrichment of officials, they should present that facts to legal entities. "All those breaking the law shoud be punished, that's why there is no any option," he stated. He also added, that even if such a commission will be established, it will not be able to implement any responsibilities, because by the end of December the National Assembly will be released for vacations, and in January the election race will start. "I think that Pashinyan also understands it, that's why I call his initiative "elections populism," he said.
"Orinats Yerkir" faction head Heghine Bisharyan said she greets such initiatives, but she prefers to see those in action. "That's a good initiative, let Pashinyan present it and we will discuss it," she accentuated. Meanwhile, Levon Zurabyan, the Armenian National Congress faction head, which member is also Pashinyan, stated that he is not aware of Pashinyan's initiative. But Zurabyan reminded that ANC offered to ratify the Clause 20 of the UN Convention against corruption, related to illegal enrichment of officials.
Naira Zohrabyan, the Prosperous Armenia faction head, greeted this initiative and stated she will support it during the discussions.
Armenian MP Nikol Pashinyan has introduced a new bill "On creation of an interim parliamentary commission to study the income sources and property of high-ranking officials and related persons". According to the document, at the first stage, the commission will inspect the income sources and property of the high-ranking officials and their relatives after 1 Jan 2008 and the public will be informed of the results before 2 April 2017. "What has been stolen from Armenia should be returned to Armenia," Pashinyan says. The initiative aims to enhance public confidence in the country. The commission's activities will be transparent, involving representatives of the civil society, as well as experts (7-13 people) appointed by the opposition. At the second stage, the commission will inspect the origin of property of the officials and their relatives, who were at power from 1 Jan 1998 till 1 Jan 2008. The second stage will be completed before 1 July 2017. At the third stage, the commission will inspect the origin of property of the officials and their relatives, who were at power from 1 Oct 1991 till 1 Jan 1998. The third stage will be completed before 1 November 2017. The commission will publicize its conclusions upon completion of each stage. The commission will consist of 7 members - 2 MPs from the Republican Party of Armenia, and 1 member from each of the remaining parliamentary groups. The final conclusion will be submitted to the Parliament before 5 Dec 2017.
