ArmInfo. Armenia will accede to Article 11 of the Revised European Social Charter, concerning the promotion of the right to health. The RA government, at its meeting on October 8, deemed it appropriate to ratify this article.
The draft's rationale notes that Armenia remains the only state to have ratified this article. The Charter was opened for signature on May 3, 1996, and entered into force on July 1, 1999. It was signed by the Republic of Armenia on October 18, 2001, and entered into force on March 1, 2004. As of April 3, the Charter had been signed by 45 states, and it had entered into force for 36 states. The Republic of Armenia periodically submits reports and information on the implementation of the commitments assumed in accordance with the Charter, which are discussed by the European Committee of Social Rights of the Council of Europe. As a result of the discussions, the adoption of additional paragraphs and articles is continually encouraged in order to preserve the integrity of the commitments undertaken under the Charter and guarantee the full protection of human rights in this area.
The ratification of Article 11 of the Charter by the Republic of Armenia will be assessed by the Council of Europe as a positive step and progress in ensuring the effective implementation of human rights, in particular the right to health protection. It will contribute to ensuring the effective implementation of the right to health protection in the Republic of Armenia through the adoption of appropriate measures involving the potential of public and private organizations, and will also provide new opportunities to eliminate the causes of harm to health. As a result of the ratification of Article 11 of the Charter, epidemic, endemic, and other diseases, as well as accidents, will be prevented to the greatest possible extent.
