The UN Human Rights Council unanimously adopted a resolution sponsored by Armenia, titled "Strengthening international cooperation to promote and protect the rights of women and girls in the context of digital technologies." It was submitted to the UN Human Rights Council by a cross-regional group comprising Armenia, Estonia, Rwanda, Uruguay, Senegal, Sweden, and Kazakhstan.
According to the press service of the Armenian Foreign Ministry, the resolution examines the opportunities and challenges posed by digital technologies, including artificial intelligence, in the context of human rights. By integrating three key areas: access to technology, the full participation of women and girls in its development and governance, and protection from technology-related risks, the resolution aims to address the gender digital divide, including the technological skills gap, promote women's and girls' participation in the governance of digital technologies and artificial intelligence, and address emerging risks, including discrimination and algorithmic bias, as well as data representativeness.
A key component of the resolution is promoting international cooperation, recognizing the cross-border nature of technologies and the importance of strengthening multilateral cooperation for their effective governance. The resolution encourages the sharing of knowledge and experience, capacity building, and joint action in response to existing and emerging challenges. The resolution establishes a comprehensive new framework for international cooperation linking human rights and gender equality with science and technology.
Introducing the resolution, Hasmik Tolmajyan, Permanent Representative of Armenia to the UN Office at Geneva, highlighted the opportunities offered by digital transformation, noting that discriminatory design of technology and artificial intelligence, unrepresentative data, and algorithmic bias are tools for reproducing and deepening existing inequalities. Tolmajyan emphasized the importance of keeping the rights of women and girls at the center of collective efforts, alongside the continuous and rapid development of technology.
This new resolution, co-sponsored by nearly five dozen countries representing all UN regional groups, was presented as a continuation of Armenia's consistent efforts to advance technology and innovation to advance gender equality in multilateral platforms.
"This also reflects Armenia's strong commitment to advancing gender equality in the context of digital transformation, given the high representation of women in the technology sector, which significantly exceeds the global average. The submission of this initiative to the Human Rights Council comes at a particularly important time, when the rapid development of artificial intelligence makes it even more urgent to strengthen effective international cooperation on the intersection of technology, equality, and human rights," the Armenian Foreign Ministry stated.
