Armenia intends to sign a protocol amending the Council of Europe Convention on the Prevention of Terrorism

ArmInfo. Armenia intends to sign a protocol amending the Council of Europe Convention on the Prevention of Terrorism. The RA government gave its approval for the signing of the document at its meeting on September 11.

The rationale for the draft decision notes that the protocol will strengthen the efforts of the parties to the Convention to prevent terrorism, one of the most serious threats to international peace, security, and the well-being of citizens in Europe and worldwide. The draft protocol was adopted by the Committee of Ministers of the Council of Europe on July 9, 2025, and has been open for signature since May 26, 2026. The document has already been signed by 11 member states of the Council of Europe and the EU. It provides greater legal certainty regarding actions considered terrorist crimes. The signing of the protocol will enable Armenia to counter modern terrorist challenges, taking into account the fact that new technologies have emerged in the fight against terrorism since the adoption of the Convention and its Additional Protocol.

It should be noted that the Republic of Armenia, reaffirming its commitment to combating international terrorism and strengthening international cooperation in its prevention, has acceded to and ratified the following fundamental international treaties on the prevention and suppression of terrorism: the International Convention for the Suppression of Terrorist Explosions, the International Convention for the Suppression of the Financing of Terrorism, the European Convention on the Suppression of Terrorism, the Council of Europe Convention on the Prevention of Terrorism, and the Additional Protocol to the Council of Europe Convention on the Prevention of Terrorism.
