
ArmInfo. The Armenian government adopted a draft law ratifying the Framework Agreement on Strategic Partnership for the Implementation of TRIPP (Trump Route for International Peace and Prosperity). This decision was approved at a government meeting on July 16.
Introducing the bill, Armenian Foreign Minister Ararat Mirzoyan announced that, once adopted, it will be sent to the Constitutional Court, after which it will be discussed by the National Assembly.
As part of the agreement, the minister recalled, the parties commit to facilitating the development of transport infrastructure in the South Caucasus, transport links, and regional and global trade, which should contribute to strengthening peace and stability in the region, as well as the development of states and peoples. "The entire process, future activities, and this agreement are consistent with and are being implemented with full respect and adherence to the sovereignty, jurisdiction, and territorial integrity of the Republic of Armenia," the Foreign Minister stated. He also added that, in accordance with its domestic legislation and international agreements, Armenia will continue to be responsible for security and law enforcement; border control and border security; customs and migration control; the transfer of taxes and duties to the state budget; state information systems; and state administrative functions and oversight.
With this agreement, the Foreign Minister noted, the United States and Armenia will establish the TRIPP Development Company (TDC), which can establish special-purpose companies in various zones of Armenia to implement individual projects and attract other partners. The TRIPP Development Company will receive construction and land use rights, and this agreement will be in effect for 49 years.
According to Mirzoyan, the United States will receive a 74% stake in the company, while Armenia will receive 26%. After this period, the agreement will be extended for another 50 years with the consent of the parties, during which time, he explained, Armenia's share will increase to 49%. "If the term is extended, Armenia will not assume any additional obligations or undertake any additional actions or investments to increase this share to 49%," Mirzoyan explained.
To perform all these functions, work could be divided into front-office and back-office operations, using private operators. He noted that this practice is already in use in Armenia.
Mirzoyan also clarified some details about the TRIPP+ fund, which has raised many questions among the public. According to him, this fund was created to service the TDC and its purpose is to generate funds for investments. As a reminder, yesterday the Guardian reported that Chicago-based Russian investor Konstantin Sokolov would become chairman of a new State Department fund managing more than $200 million earmarked for a Central Asian trade corridor, including investments in transportation, energy infrastructure, and critical minerals. According to a source, the State Department confirmed his appointment on July 10.
"The TRIPP+ Fund, of which Sokolov is the founder and chairman, takes its name from the Trump Route for International Peace and Prosperity, a 27-mile trade corridor running through southern Armenia and Azerbaijan. A State Department spokesperson stated that the $201 million fund is authorized to provide loans, equity investments, and grants to promote strategic private sector development in the South Caucasus and Central Asia, including Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan," the Guardian continues.
As a reminder, on August 8, 2025, Armenian Prime Minister Nikol Pashinyan and Azerbaijani President Ilham Aliyev signed a joint seven-point "Declaration of Peace" in Washington. It envisages a joint appeal to the Organization for Security and Cooperation in Europe (OSCE) to terminate the OSCE Minsk Process and related structures, as well as the creation of a transport corridor through Armenian territory that would connect Azerbaijan with its Nakhichevan exclave, surrounded by Armenia, Turkey, and Iran. On January 14, 2026, the Armenian Foreign Ministry published a framework document signed with the American side in Washington for the implementation of the Trump Route for International Peace and Prosperity (TRIPP). The 12-page document presents the project's main objectives and operational mechanisms. Among other things, the document emphasizes Armenia's intention to sanction and support the establishment of the TRIPP Development Company. The company is expected to be responsible for the development of the TRIPP project, receiving an initial development right for a period of 49 years.
