


ArmInfo. Armenia will allow for remote court hearings using videoconferencing for defendants and convicts. The National Assembly of the Republic of Armenia will discuss amendments to the Criminal Procedure Code and a package of related bills in their second reading at an extraordinary session on July 2.
According to RA Minister of Internal Affairs Arpine Sargsyan, the initiative is aimed at ensuring the safety of trial participants, protecting their rights and freedoms, preventing crime, and conducting trials within a reasonable time.
According to the proposed amendments, the participation of a defense attorney will be mandatory - a lawyer must be present with the defendant or convict at their place of detention, whether it be a penal institution, a police station, or a detention center. During online hearings, it is also necessary to ensure the parties have the opportunity to fully communicate, examine evidence, and review case materials. If these conditions cannot be met, the hearing will not be held via videoconference.
Implementing the system will require technical equipment in pretrial detention centers, penal institutions, and courtrooms. The use of videoconference can be proposed by either the defendant or the court itself. There must be sufficient grounds for this.
The minister added that transporting defendants to the courtroom is a significant resource drain, so videoconference can be used in these cases as well.
