According to an agreement signed in the early 1990s, as the Armenian border forces strengthen their capabilities, control over the country's state border should gradually be transferred to the Armenian Border Troops, as stated by Armenian Prime Minister Nikol Pashinyan during a press-briefing on April 30.
He mentioned that Armenia pays Russian border guards for border protection. He also noted that his Russian partners had recently proposed increasing the fees paid by Armenia for border protection services, citing rising operational costs. Rather than accepting higher costs for foreign services, Pashinyan stated that Armenia plans to redirect those funds toward the modernization and expansion of its own border troops. The Prime Minister emphasized that the pace of the transition will depend on the speed of domestic capacity building and the cost-effectiveness of ongoing cooperation with Russia. "As stipulated by the current agreement," Pashinyan emphasized.
It should be noted that on October 8, 2024, following a meeting between Armenian Prime Minister Nikol Pashinyan and Russian President Vladimir Putin, it was announced that, as of January 1, 2025, the Border Troops of the National Security Service of the Republic of Armenia will also participate in protecting the Armenia-Iran and Armenia-Turkey state borders, and that the checkpoint on the Armenia-Iran state border will be entirely manned by the Border Troops of the National Security Service of the Republic of Armenia.
It should be added that, as of August 1, 2024, Russian border guards have left Armenia's Zvartnots Airport.
