"Today the President of Azerbaijan says that international law does not work. Today he speaks of the importance of the law of force, not the force of law. These are very dangerous tendencies that are fraught with threats. This must be stopped, especially against the background of the voiced claims to most of the territories of Armenia. Moreover, this is also encouraged by the leader of another state initiating this war, who provided full support during the hostilities, as evidenced by their presence at the parade in Baku, "said Nalbandian, who in this regard recalled the words of Russian Foreign Minister Sergei Lavrov from 2017, who emphasized that the Karabakh issue is not exclusively an internal affair of Azerbaijan. Moreover, according to him a lot of documents were adopted on this issue, which speaks of the need to return the territories around Karabakh, but not by force, but through negotiations, as well as the importance of Artsakh's right to self-determination.
At the same time, the former Foreign Minister of Armenia stressed that in all working documents until 2018, and which were transferred to a deposit in the OSCE Secretariat, it is said that the representative of Nagorno-Karabakh should participate in drawing up a draft peace agreement.
In turn, the former head of the mediating mission of Russia, the former plenipotentiary of the President of the Russian Federation on the Nagorno-Karabakh conflict, the former co-chair of the OSCE Minsk Group from Russia Vladimir Kazimirov noted that today it is important for Russia to observe the ceasefire of November 9. However, he said, the violation of the 1994-95 perpetual ceasefire and its strengthening agreements cannot be ignored, as this sets a precedent. At the same time, he pointed to the evidence that the war was initiated by Azerbaijan. "This is evidenced by the fact that there were no local clashes, but battles began along the entire perimeter of the front line. And Armenia or Artsakh could not start this war.
