Of course, there are countries in which the president has no practical powers, for example, Germany, but there is a two chamber parliament, there is a system of checks and balances, which cannot be said in the case of Armenia. There is not even a Ministry of Internal Affairs in the republic. Countries without this department either have a presidential form of government or are dictatorial, "the diplomat said. He also noted that the Constitution does not give any powers to the numerous Diaspora.
According to Switsalski, nostalgia for Soviet times, which dominates in the Armenian society more than anywhere else in the post-Soviet countries, influences the work of the government. "It was even noticed by former premier Karen Karapetyan, whose Cabinet of Ministers took 56 decisions a week, and he began the fight against this phenomenon, but since November 2016 he stopped working in this direction," the diplomat said.
Speaking about the participation of the Sasna Tsrer party in the elections, Switalski remarked that there were similar examples in Israel, in Ireland, and in other European countries, when leaders and forces entered parliament, carrying out their political struggle by violent means. "This issue should be solved by the Armenian people themselves, we are not advisers here. But there are issues on which you should listen to us," he concluded.
