ArmInfo. The recent revolutionary processes in Armenia testify to a real shortage of constitutionalism in the country. The chairman of the Supreme Judicial Council of Armenia Gagik Harutyunyan stated this on November 1 at the international conference " New Millennium Constitutionalism ".
"Our task, in the new reality, is to find answers to many questions on which human fates depend. The problem becomes even more important because constitutional discussions often give way to amateurish or political speculations and are fraught with serious dangers. Many of you are well aware that in my previous speeches about the constitutionalism of the new millennium, I focused on the essence of this term, as well as on the disclosure of its content, analysis of factors leading to a lack of constitutionalism, as well as on the issue of providing unwavering connection between the constitution and constitutionalism," Harutyunyan said.
According to him, he has repeatedly voiced the problem that further deepening the deficit of constitutionalism will inevitably lead to the accumulation of negative social elements that, having collected a critical mass, will inevitably lead to various cataclysms and a social explosion. Harutyunyan stated that the lack of constitutionalism in various countries, including Armenia, resulted in an increase in political, economic and administrative capacities that jeopardized national security and caused the rooting of the oligarchic and corruption systems. According to him, this problem was repeatedly voiced by the Constitutional Court of Armenia. The Chairman of the Supreme Judicial Council stated that the recent processes in Armenia were a consequence of these manifestations. "I am convinced that the recent revolutionary processes in Armenia indicate a real shortage of constitutionalism. At the same time, the events in Armenia had their own characteristics, the most important of which was the exclusively peaceful nature of meetings and broad public support, as well as full perception of these events by the previous authorities. It is noteworthy that the process of revolutionary changes was carried out in accordance with the amended Constitution. I am sure that if the Constitutional changes had not created the necessary prerequisites for a peaceful and constitutional change of power, the further deepening of constitutionalism deficit would lead to further social upheaval in the country, with unpredictable consequences ", Harutyunyan is convinced.
He also believes that in order to overcome the abovementioned deficit in the country, it is necessary to ensure the rule of law through rooting of constitutional institutions.
