ArmInfo. "The Ministry of Defense is the largest consumer and the body that carries out huge purchases," Armenian President Serzh Sargsyan said at a meeting with the leadership of the Armenian Armed Forces on March 19.
As the press service of the president reports, Sargsyan noted that maximum transparency should be achieved in the procurement process, and free and fair competition should be formed. And improving the quality of products and services should be provided by the responsible units through proper technical control.
"When making purchases, it is desirable to avoid the services of intermediary organizations, as well as to exclude various types of illegal actions, organizers and bidders. Any loss or misuse of money is a direct blow not only for the reputation of the army, but also for its combat readiness. A consistent and intolerable fight against corruption should become an integral part of your service," the president said.
The president also noted that the process of fighting corruption can be controlled by one hundred percent only if every soldier at heart has a kind of "taboo", squandering the means of the army and the state - unforgivable, this crime is tantamount to betrayal. Sargsyan stressed that the distrust of soldiers and junior officers to the leadership of the army and to the state, first of all, is conditioned by corruption phenomena. "It should be clear to all of us, but only to understand is not enough, it is important to fight against this phenomenon, this became an evil phenomenon, both for our state and for our army," the president concluded.
