"Despite the fact that Article 125 comes into force on the first day of the election of the 4th President of Armenia, nevertheless, the new president should be elected through secondary elections, that is, voting in the parliament, as transitional Article 211 of the Constitution regulates this According to the transitional article 211, the election of the fourth president of the republic, in accordance with the procedure established by Article 125 of the Constitution, shall be held not earlier than forty days and not later than thirty days before the expiry of the powers of the President of the Republic, "the expert explained, According to the Constitution of the norms to choose a new president now has the right only to the National Assembly of Armenia, regardless of when it comes into force Article 125.
At the same time, the lawyer noted that every article and every provision in the Constitution should not be considered separately, tearing it out of context, but only in the context of other introductory provisions, as they often complement each other and make some adjustments. "Thus, it is quite obvious and legitimate that the Armenian National Assembly should be elected by the National Assembly of Armenia," Ara Ghazaryan said.
The National Assembly elects the president for a period of 7 years. The President of the Republic is elected a candidate who received at least three-fourths of the total number of deputies in the pen tour. If the President of the Republic is not elected in the first round, then in a ten-day period new elections are held, in this case the eligibility for election is reduced.
