ArmInfo. Armenia has always been for an increase in the capacity of the office of Personal Representative of the OSCE Chairman-in-Office Andrzej Kasprzyk. On January 29, summing up of the results of 2017, Armenian Foreign Minister Edward Nalbandian stated.
"Undoubtedly, if we increase both the number of the monitoring mission and increase the effectiveness of their activities, this may be favorable from the viewpoint of reducing tensions in the zone of the Nagorno- Karabakh conflict," the Armenian minister said. The Armenian FM recalled that the relevant agreement was reached in Vienna, then several more proposals were made, and both Armenia and Artsakh agreed, but they could not be realized because of Azerbaijan's position. "In Krakow, at the ministerial level, a principled agreement was reached to step forward, increasing the team of Kasprzyk by seven people." After Krakow, Baku once again remains silent, Armenia and the co-chairs say about the decision. "In February, the mediators will visit the region, see what developments will be that these agreements will be fulfilled and the Azerbaijani side will not once again take a step back," the minister said. At the same time, referring to the creation of mechanisms for investigating the incidents, Nalbandian noted that this has been said for at least the last 8 years.
"The proposal came from the co-chairs, which was also discussed at the Vienna meeting. We came to the fact that the structure should be created, but Azerbaijan again refuses, although at least twice the mediators said that Armenia agrees and the case for Azerbaijan. Let's hope that in the future it will be possible to do this, as this can become an important tool not only from the point of view of investigation of incidents, but also to prevent tensions in the region, "the Armenian FM concluded.
