ArmInfo. The International Committee of the Red Cross conducts a confidential dialogue with the two parties on access to the detained person. This was stated in the conversation with the correspondent of ArmInfo by the head of communication programs of the Yerevan delegation of the ICRC Zara Amatuni.
At the same time, she added that the ICRC acts in accordance with the norms of international humanitarian law on visits to persons detained in connection with conflicts.
To note, on the morning of June 21, the Azerbaijani Ministry of Defense spread information that on the evening of June 20 a serviceman of the Armenian Armed Forces was allegedly captured on the border of Armenia and Azerbaijan. Meanwhile, the Armenian Defense Ministry denied this information. Later, the Azerbaijani Defense Ministry distributed a video of an interrogation of a man in civilian clothes, which is worn by a Turkish-style body armor. On the record, a man who is clearly mistaken, in broken Armenian gives testimony, and because of a bad record, not all words are audible. Among other things, the man says that he is from the village of Dovekh, Noyemberyan district. However, in this village there never lived a person with that name and surname. On the contrary, such a person lived in Vanadzor.
Later it became known that such a person was registered in the house along the Maimekha highway in Vanadzor, where the Nursing Home is located. Director of the institution Manushak Ohanyan says that such a person does not work for them, and does not live, but she heard something about him. In particular, the director saw a notice in the name of Zaven Karapetyan to participate in the elections. As the Armenian media found out, Zaven Karapetyan came from one of the Vanadzor orphanages, but for lack of a permanent residence permit was registered in the Vanadzor elder's home. Later, according to residents of Vanadzor, he worked with his wife as a watchman in one of the local restaurants.
