ArmInfo. Azerbaijan is ready to substantive talks, Azerbaijan MFA Minister Elmar Mammedyarov stated during the interview with Trend, in the eve of Russian, Azerbaijani and Armenian MFA Ministers' meeting in Moscow on April 28, dedicated to Nagorno-Karabakh settlement issues.
"We hope that the meeting in Moscow will be the continuation of talks led at the level of Presidents in Saint Petersburg. It is time to pass from words to actions. Azerbaijan is ready to substantive talks, and we stated about it not once", he stressed.
He also stated that during Petersburg meeting at the level of Presidents profound discussions on Karabakh conflict settlement were conducted. " At bottom, these negotiations presupposed the change of status-quo, which is based on the occupation", the Minister stated.
Mammedyarov stated that steps discussion at Saint Petersburg meeting, which are awaited to be undertaked to receive promotions in conflict settlements, and a plan, which should be implemented, are known to everybody. " The presence of Armenian armed forces in Azerbaijan's occupied territories and the fact of military occupation are the main hindrance in the conflict settlement. The occupation must be stopped. We can continue the talks for stable peace providing in a total new atmosphere, in the conditions of status-quo changes after the elimination of occupation fact. Armenia, avoids meeting, tries not to implement its obligations and save status-quo. At the same time, Armenia purposely continues the policy of situation escalation, avoiding the main issues and drawing attention on technical ones", the Minister stated.
By the initiative of Russia,the three-sided meeting of Armenian MFA Minister Edward Nalbandian, Russian MFA Minister Sergey Lavrov and Azerbaijani MFA Minister Elmar Mammadyarov will happen in Moscow, during which the sides will discuss the issues related to Karabakh settlement, Armenian MFA press-service informs.
