ArmInfo. The referendum on Constitutional changes held in Nagorno Karabakh was organized at higher professional level, and was conducted transparently and open.
This is stated in conclusion of Hay Dat Committee observers, Gaspar Karapetyan, the head of international professional delegation of Hay Dat stated at the press conference in Stepanakert. He informed that 8 observers from Hay Dat visited 48 electoral sites in 11 districts and modified a conclusion, which states the following: " The elections were held tranquil and within the limits of law, a high level of voters participation was fixed as well. Some insignificant violations have been recorded - fopr instance, at two electoral sites there were people present who should not be there, at another three sites the voting order has been violated, but all this gaps could not affect the results of the referendum," karapetyan stated. He accentuated also that observers' conclusion will be sent to all the international and regional entities, moreover, a comprehensive report will be developed within one month term.
Karapetyan accentuated also, that this referendum has an important meaning for the country, which is not adjudicated by international community.
According to preliminary data of NKR CEC, 69540(87,6%) of voters voted for the New Constitution in Nagorno Karabakh. 7686 voters, or 9,7%, voted against the draft, and 2202 bulletins were claimed invalid.
In total, 79425 NKR citizens of 103793 those having a voting right participated in the electoral process. The referendum flow was monitored by 104 observers from 30 countries and 103 locals. According to the actual Constitution NKR is a semi-Presidential Republic, and the new Draft assumes a form of Presidential administration.
