ArmInfo. The process of nationalizing the Electric Networks of Armenia CJSC is politically motivated, as stated by David Ghazinyan, the company's former CEO, at a press conference on April 2.
According to him, despite the lengthy discussions in the Administrative Court, where the company's owners' claim was heard, insisting on invalidating the PSRC decision to suspend ENA's license, the political subtext of the court's decision to dismiss the claim was immediately confirmed.
Specifically, according to Ghazinyan's information, the PSRC, under its interim manager, is currently reviewing 1,500 cases of late connections for new customers, but no one is saying anything about them. Two to three monitoring sessions per year are required to ensure the company's fulfillment of its investment and other obligations. Eight months have passed, and not a single monitoring session has been conducted under the interim manager. Thus, the carte blanche given to him is simply an attempt to intimidate ENA owner Samvel Karapetyan.
Moreover, two individuals who had previously worked in the network had prepared reports on outages. These same individuals, now under the interim manager, then altered these reports to present a different narrative, according to which the company's former management had deceived the Public Services Regulatory Commission. Meanwhile, with a profit of 70 billion drams, Samvel Karapetyan didn't take it for himself, but instead used it for investments. Ghazinyan recalled RA Prime Minister Nikol Pashinyan's question to officials about whether it could be assumed that much had been erased from the ENA system to conceal violations, to which the answer was "yes". However, the court ruled that nothing of the sort had occurred. Overall, as the former CEO noted, a small group of individuals is doing everything possible to exclude Samvel Karapetyan from political processes. Meanwhile, according to polls, "Strong Armenia", led by the businessman, has every opportunity to win the elections. This political force has every opportunity to secure 50%+1% of the vote, form an absolute majority in parliament, and have Samvel Karapetyan as prime minister. "We know our strengths and work with everyone," David Ghazinyan said.
According to him, the party predicts an increase in voter participation. He recalled that Armenia's ruling "Civil Contract" party won the previous elections simply due to voter inactivity. "Samvel Karapetyan's party offers new hope that it will increase voter participation. In this case, the authorities have no chance," Ghazinyan believes. Responding to accusations of violations of the law regarding Karapetyan's citizenship, Ghazinyan assured that the law is not being violated, and that Karapetyan, as the leader of a political party and a dual citizen, is exercising his rights. "There is no problem; it's manipulation. We are honestly showing the people the roadmap for Samvel Karapetyan to become prime minister," Ghazinyan said.
At the same time, lawyer Aram Orbelyan announced that the Administrative Court's decision to invalidate the Public Services Regulatory Commission's decision to revoke ENA's license will be appealed. He stated that the court found most of the evidence presented by ENA's interim manager and the Public Services Regulatory Commission insufficient. The plaintiff will request that the court consider the complaint expeditiously, as the issue concerns the entire population. Orbelyan expects the complaint to be heard within a few months.
