The Polish Ministry of Foreign Affairs, in cooperation with the European External Action Service (EEA) and the European Centre of Excellence for Countering Hybrid Threats (Hybrid CoE), organized a conference and military exercise. The exercise focused on countering foreign information manipulation and interference in the context of the parliamentary elections in Armenia.
According to the Polish Ministry of Foreign Affairs' press service, the event, held March 23-25, 2026, was attended by representatives from Armenia, Moldova, Ukraine, the United Kingdom, EU institutions and member states, as well as experts from think tanks, civil society organizations, and the media. Participants learned how to respond to hostile campaigns by developing communications strategies aimed at countering hostile narratives and how to cooperate with partners from public administration and the third sector. This was the third such exercise organized by the Polish Ministry of Foreign Affairs for partner countries. As part of the military exercises, participants were able to jointly practice methods for identifying and countering information manipulation and foreign interference. By simulating real-life scenarios, they practiced responding to such threats using integrated approaches at the government and societal levels. By organizing the exercises this year, Poland reaffirmed its commitment to supporting Armenia and strengthened its position as a leader in international efforts to counter information manipulation and foreign interference.
Recall that Radio Liberty previously reported that it had obtained a letter from Armenian Foreign Minister Ararat Mirzoyan to Brussels, in which he "requested the dispatch of a rapid response team to Yerevan to counter Kremlin disinformation and Russian interference in the parliamentary elections in Armenia." In this regard, it was recalled that the EU sent a similar team of approximately 20 people to Chisinau during last year's parliamentary elections "to help the Moldovan authorities identify and counter disinformation emanating from Russia on social media." It should be added that the EU's top diplomat, Kaja Kallas, previously announced the allocation of ?15 million to Armenia to "counter Russian propaganda." On March 4, Russian Foreign Ministry spokesperson Maria Zakharova expressed Russia's readiness to send a similar European mission to Armenia if Yerevan so desired.
