
ArmInfo. The text of the draft Constitution of Armenia is completely ready. RA Minister of Justice Srbuhi Galyan told reporters on March 23, responding to a question about the Ministry of Justice's promise to publish the text of the country's Basic Law in March, a deadline that is already expiring.
According to the minister, it is necessary to adhere to the deadlines, at least in our minds. "I have committed to preparing the text and presenting it piecemeal to the Constitutional Reform Council for discussion. We are doing so, and the Council's meetings are ongoing. Generally speaking, when it comes to the text, we need to understand what we mean. For us, the text is ready. The legal part of the document is completely ready, and the political context is currently being developed. We will continue to work with the Council to ensure that no issues remain undiscussed," Galyan said. She added that the text of the document will be published, which is necessary to receive public suggestions and opinions, which will also be discussed jointly with the Council. This, the Minister emphasized, is a dynamic process, and the publication of the text of the draft Basic Law does not mean that all work is complete. On the contrary, this work will continue at a new pace.
Responding to a question about Prime Minister Nikol Pashinyan's opposition to the inclusion of a reference to the Declaration of the Republic of Armenia in the draft Constitution, Galyan noted that the Prime Minister, as a political figure, has the right to express his position. Council members may also have different approaches, but by examining all initiatives, it is necessary to reach a common denominator. The Minister recalled that Council meetings are open, but media representatives have shown little interest in its work. Furthermore, the draft does not envisage changes to the system of public administration, as parliamentarism is the best manifestation of democracy.
