Armenia needs a mediator-guarantor in Armenian- Azerbaijani relations, with whom the country can complete the border demarcation and delimitation with Azerbaijan within five years, as stated by Andranik Tevanyan, leader of the opposition "Mother Armenia" party, at a press conference in Yerevan. He was presenting his political party's ten pre-election proposals.
According to the politician, the first proposal is called a "Guaranteed Peace." "Peace is not a guarantee of security, but rather the opposite: it can be achieved by ensuring a security system. After the change of power, the Armenian army will be equipped with modern weaponry, and the local military industry will also develop," Tevanyan noted. His primary focus is a complete overhaul of the national defense system: Military Revival: equipping the army with modern weaponry and boosting local military production. The Russia-Iran Axis: restoring "trust-based" ties with Russia and deepening relations with Iran. The 5-Year Border Goal: utilizing Russia as a mediator and map-source to finalize border demarcation with Azerbaijan within five years. Artsakh & Prisoners: placing the right of return for Artsakh Armenians and the release of POWs at the top of the diplomatic agenda.
"In Armenian-Turkish relations, Armenia's primary goal should be to maximally separate these relations from Armenian-Azerbaijani relations. We advocate unblocking communications and establishing diplomatic relations between Armenia and Turkey, but without preconditions and interdependence," Tevanyan added.
The second proposal, as the party leader noted, is called "Balanced Diplomacy:" Georgia: elevating relations from "friendly" to "strategic;" The West: continuing cooperation with the US on a basis of sovereignty and maintaining the CEPA agreement with the EU, while acknowledging that EU membership is not a current reality; Turkey: seeking diplomatic ties and open borders, but strictly decoupled from the Azerbaijan negotiation process.
Tevanyan emphasized that Armenia will remain committed to all agreements reached with the United States, while also protecting Armenian interests to the fullest extent possible. "The Trump route (TRIPP) can only be implemented on the basis of independence, sovereignty, and reciprocity with Azerbaijan, and not in its current form. Regarding relations with the European Union, it must be acknowledged that the EU is not waiting for us, but the European Union is our partner. We are ready to develop relations with the EU within the framework of the Comprehensive and Enhanced Partnership Agreement (CEPA) between Armenia and the European Union," he noted.
The third area concerns economic growth, and their proposed economic approaches- Tax haven and growth. The party has set a bold target of a $75 billion GDP by 2031. To get there, they propose radical fiscal changes: Micro-Business Relief: 0% tax for firms earning up to 60M AMD; only 1% for those up to 80M AMD; Broad Cuts: dropping VAT from 20% to 17% and Profit Tax to 14%; Debt Jubilee: canceling penalties on credit obligations up to 5M AMD through Central Bank mediation. The fifth proposal is about decent pensions. "Starting in 2027, we propose gradually establishing a minimum pension of 100,000 drams and indexing it according to the previous year's inflation rate each subsequent year, meaning increasing the pension," the politician explained.
The party's sixth proposal concerns accessible and free education. Specifically, he said, they propose making education in schools, universities, and colleges free starting in 2028. He also emphasized the importance of developing sports in Armenia as a separate point in his program.
Presenting the next proposal, he noted that they intend to waive all fines accrued on loan obligations of up to 5 million drams through the Central Bank of Armenia and by agreement with other banks. "Point nine is called 'Yerevan: A Smart and Accessible City.' Within this point, we propose introducing modern technologies in Yerevan, from transportation management to the implementation of other systems. Programs to improve air quality and expand green spaces, as well as provide decent and accessible public transportation, will be a priority. We also propose eliminating red lines and halving the property tax rate," the politician said. The tenth proposal, according to Tevanyan, concerns the implementation of megaprojects: establishing a free trade zone at Zvartnots Airport, a free economic zone in Gyumri, and transforming Echmiadzin into a global tourism hub.
Recall, the opposition "Mother Armenia" party will participate in the parliamentary elections together with the "Prosperous Armenia" party, led by businessman Gagik Tsarukyan, as part of the "Armenia's Proposal" program.
