
ArmInfo. The Prosecutor General's Office of Armenia has overturned its December 16, 2021, decision to terminate the criminal prosecution of Junior Sergeant V.O. of the Nth Military Unit of the Ministry of Defense in the case of the death of a conscript of the RA Armed Forces and transferred the criminal case materials along with the indictment to the competent court.
Specifically, as reported by the supervisory agency, the decision to overturn the decision was made by the Prosecutor General's Office on October 24, 2025. A new public criminal case has been opened against Junior Sergeant V.O. of the Nth Military Unit of the Ministry of Defense.
The department recalled that on May 6, 2018, the body of conscript Private L.T. (Levon Torosyan - ed.) was discovered at a combat position located in the defense zone of Military Unit N of the RA Ministry of Defense. He suffered fatal penetrating gunshot wounds to the jaw and crown. The investigation revealed that during his combat duty from May 1 to 6, 2018, Junior Sergeant V.O. of Military Unit N, as L.T.'s superior, repeatedly insulted, used violence, and threatened to use violence against L.T.
On May 14, 2018, V.O. Charges were brought under Part 2 of Article 360 of the Criminal Code adopted on April 18, 2003 (insulting a military serviceman - 3 counts). On December 16, 2021, the criminal prosecution against the accused was terminated due to the expiration of the statute of limitations for criminal liability, after which the proceedings were suspended. On October 27, 2022, a decision was made to resume the suspended proceedings, as well as a decision to appoint an additional posthumous outpatient forensic psychiatric and forensic psychiatric comprehensive examination.
On July 22, 2025, the prosecutor opened a new public criminal case against V.O. under Part 5 of Article 520 of the Criminal Code (violence against a subordinate or the threat of violence, resulting in the death of a person through negligence).
On August 1, 2025, a report from an additional posthumous outpatient forensic psychiatric and forensic psychological examination was received, according to which <there is a causal relationship between L.T.'s mental state in the period preceding the incident and the fact that such mental state could have contributed to the decision to commit suicide>.
On October 21, 2025, following the preliminary proceedings, the prosecutor submitted an opinion requesting a review of the legality of the December 16, 2021, decision to terminate the criminal prosecution of V.O. for insulting L.T., after which the Prosecutor General of the Republic of Armenia decided to overturn the December 16, 2021 decision to terminate the criminal prosecution of V.O.
On October 27, 2025, the indictment against V.O. was amended and supplemented: a new public criminal case was initiated against him under Part 5 of Article 520 of the Criminal Code.
On March 5, 2026, the supervising prosecutor confirmed the indictment against V.O. and transferred the criminal proceedings to the competent court.
