


ArmInfo. The text of the constitutional amendments will be ready in March of this year, as stated by Minister of Justice Srbuhi Galyan to reporters on March 2.
According to her, the text of the amendments is almost ready. It will be discussed with representatives of the Civil Contract faction of the RA National Assembly, after which the document will be made public. It should be taken into account that the publication will be aimed at soliciting opinions and suggestions from the public and the professional community.
"We will be open to receiving any opinions, suggestions, or comments, as the text will be very preliminary. In particular, the preface and first chapter are not ready yet. The second and third chapters have been merged, strengthening provisions regarding citizens' rights to medical care, thereby strengthening the state's role in this matter," Srbuhi Galyan noted. She added that the inclusion of a reference to the Declaration of Independence in the preamble has not been discussed yet. "This is an issue we have been discussing for a long time. However, the decision to submit the text for public discussion should be made by the Constitutional Reform Council, where this issue has not been discussed yet," the Minister noted, emphasizing that the independence, sovereignty, and territorial integrity of the state must not be endangered.
It should be noted that Azerbaijan is insisting on Armenia's adoption of a new Constitution, as they believe that the preamble of the current Basic Law contains references to the Declaration of Independence, which includes territorial claims against the country. Official Yerevan categorically rejects the expert community's assertions that the draft constitutional amendments are being discussed specifically based on Baku's demands.
