ArmInfo.A new unit will be established within the Police Guard to handle negotiations, as noted in a statement issued by the RA Ministry of Internal Affairs.
According to Edgar Petrosyan, Head of the Prevention Department at the Police General Department of Public Security, the idea of establishing a separate department for negotiations was put forward as part of the four main areas of police reform during the establishment of the Police Guard. "A negotiation approach to police work is a novel strategy for maintaining public order. During rallies and public events, situations often become tense. It is at this point that the negotiating police officer opts for a dialogue, using persuasive speech, psychological knowledge, situational analysis, and legal action as tools," Edgar Petrosyan noted. He added that the task of police officers conducting negotiations is to bridge the "us-them" gap between the police and the participants in the events, demonstrating a civil approach.
