
ArmInfo.The guilty verdict against Hrayr Tovmasyan, former Minister of Justice of Armenia, Chairman of the Constitutional Court, and one of the authors of the current Constitution, has entered into force. This was reported by the RA Prosecutor General's Office.
The office recalled that on September 30, 2025, the Anti-Corruption Court of Appeals upheld the verdict of the Yerevan City Court of First Instance against former RA Justice Minister Hrayr Tovmasyan, finding him guilty of committing crimes under Part 1 of Article 308 of the Criminal Code adopted on April 18, 2003.
The incriminated acts concerned Hrayr Tovmasyan's abuse of office during his tenure as RA Justice Minister. Previously, on September 20, 2024, the Yerevan City Court of First Instance found Hrayr Tovmasyan guilty of two counts of crimes under Part 1 of Article 308 of the Criminal Code adopted on April 18, 2003, and released him from criminal liability due to the expiration of the statute of limitations in 2019.
Meanwhile, it should be recalled that the state prosecutor had demanded a seven-year prison sentence for the Constitutional Court judge. However, as Tomvasyan's lawyers stated, according to the verdict, the statute of limitations had already expired in 2019, before the charges were filed.
The prosecutor filed an appeal against the verdict, challenging the reclassification of the offenses and the application of the statute of limitations, while the defense filed appeals, demanding that he be declared not guilty. On September 30, 2025, the Anti-Corruption Court of Appeals issued a decision dismissing the appeals and upholding the verdict.
The Prosecutor General of the Republic of Armenia, the accused, and his lawyer filed cassation appeals against the September 30, 2025, decision of the Anti-Corruption Criminal Court of Appeals.
On February 12, 2026, the Anti-Corruption Chamber of the Cassation Court rejected the appeals, meaning that Hrayr Tovmasyan's guilty verdict entered into force on February 12, 2026. .
