


ArmInfo. Due to challenges in obtaining ID cards and electronic signatures, which have now become a legal requirement for concluding employment contracts, the Ministry of Labor and Social Affairs plans to make amendments the Labor Code.
Armenian Minister of Labor and Social Affairs Arsen Torosyan shared this information during a working meeting on February 4 initiated by the ruling "Civil Contract" party.
Specifically, without providing details, he informed that a new ID card system is planned to be introduced, and that discussions are ongoing within the government. "We may appeal to the National Assembly to introduce legislative changes to stabilize the situation and ensure a smoother transition, so that people don't lose their right to work simply because they lack an electronic signature," Torosyan said.
Recall, as of January 1, 2026, all employment contracts must be concluded exclusively electronically, with an electronic signature. Any existing paper contracts must be converted to electronic format by December 31, 2026.
