
ArmInfo. In Armenia, a government "capable of anything" should be replaced with a government of the capable. This is what political scientist Vahe Hovhannisyan, a member of the Alternative Projects group, writes.
According to him, this should be the essence of the upcoming elections in the country. "This simple argument should lead people to the desired result. The entire state system, all institutions controlled by a single person with motivations known only to him, must be replaced," the political scientist noted.
"The government of the capable" is the complete opposite. State governance through institutions, excluding personal rule, with mechanisms of restraint and the consolidation of capable individuals and forces. Can we explain this to everyone? We can, provided, first and foremost, that those who explain it understand it. Opposition forces must focus on changing the atmosphere in the country. This is the most important task. Programs are, of course, very important, but for them to achieve their intended goal, be heard, and become a resource for the electorate, the atmosphere itself must first change. This is where I see the biggest problem," Vahe Hovhannisyan emphasized.
He added that the authorities will do everything to maintain the current atmosphere: indifference, fear, hopelessness, and lies. "Our task is to prepare society for change and demand recovery after defeat. If we work hard, I am confident this can be accomplished in a matter of weeks. But we must truly set the goal of creating a 'power of the capable,' not just the power of yet another sole ruler. We must correctly understand the current public mood. Sociology is not just about one's own reputation. In this crucial issue, everyone has their place; every person is essential. For this, the broad participation of various forces and individuals, in the right formats and without pretensions, is crucial," the political scientist concluded.
