ArmInfo. Eleven Russians detained in July 2025 remain in a Baku pretrial detention center. This was stated in the Russian Foreign Ministry's response to media questions received during a press conference by Russian Foreign Minister Sergey Lavrov on the results of Russian diplomatic activities in 2025.
The Russian Foreign Ministry emphasized that the speedy release and return home of all Russian citizens detained in Baku from June 30 to July 1, 2025, is an absolute priority for the Russian side. "In our contacts with our Azerbaijani partners, we regularly raise the need for an immediate solution to this problem. So far, two journalists from the Sputnik Azerbaijan news agency, I.N. Kartavykh and editor-in-chief E.V. Belousov, have returned home (October 19 and 25, 2025). Eleven more individuals remain in the Baku pretrial detention center. Various options for their release are being explored in collaboration with other agencies, particularly law enforcement agencies of the Russian Federation," the Russian Foreign Ministry stated in response to a request for clarification on how many Russians detained in July 2025 are currently in custody in Baku.
Moscow added that it is keeping the situation under close review. "Russian Embassy staff in Azerbaijan have repeatedly visited Russian citizens in the Baku pretrial detention center (July 3, July 14, July 23, and August 20, 2025) and maintain contact with their relatives. Consular access to our citizens was granted on December 30, 2025," the Russian Foreign Ministry added.
