ArmInfo. An event dedicated to the 25th anniversary of Armenia's membership in the Council of Europe was held at the headquarters of the Council of Europe. Council of Europe Secretary General Alain Berset also participated in the event.
According to the press service of the Armenian Foreign Ministry, Armenian Foreign Minister Ararat Mirzoyan noted in his welcoming speech that over the past 25 years, Armenia's membership in the Council of Europe has been marked by political, social, and legal reforms.
"Our experience of cooperation with the Council of Europe demonstrates our strong commitment to implementing reforms in line with European standards, while strengthening our foundations of democracy, the rule of law, and the protection of human rights. These reforms have played a vital role in Armenia's democratic transformation, enhancing our resilience in the face of regional challenges and contributing to the formation of a vision of a peaceful and prosperous future for our country and the entire region," the Armenian official said. On the occasion of this anniversary, the head of the Armenian Foreign Ministry presented a copy of the handwritten version of "Datastanagirk," the first Armenian judicial code, written by the 12th-century philosopher and legislator Mkhitar Gosh, to Council of Europe Secretary General Alain Berset. He stated that this seminal work is the cornerstone of Armenian legal thought. Centuries ago, it laid the foundation for our understanding of the rule of law, a fundamental principle that forms the vital axis of the Council of Europe and the European Convention on Human Rights.
In April 2025, "Datastanagirk" was unanimously inscribed on the UNESCO International Memory of the World Register as a testament to its enduring cultural and civilizational significance. "We are confident that this gift, reflecting the fundamental values shared by Armenia and the Council of Europe, will occupy a prominent place in this institution, becoming a symbol of our deep respect and unwavering commitment to its principles. It also reflects our gratitude for the Council of Europe's significant contribution to the protection of the rights and freedoms of Armenian citizens," Mirzoyan added.
